This is the hat band of a British sailor who rescued WAJ Jr from the English Channel after his B-17 ditched on December 30th, 1943.
Note: H.M.S. stands for "His (or Her) Majesty's Ship". America uses the initials U.S.S. which stand for "United States Ship".
